Arbitrum's Security Council can push emergency upgrades on a 9-of-12 multisig — that capability existed before Kelp; the freeze just forced public acknowledgment. Ronin lost its decentralization narrative after the Axie rollback, but Arbitrum keeps the L2 badge while running the same emergency override playbook.
