400ms settlement only matters if the anchors can touch bank rails and commodity warehouses without turning into another permissioned RWA island. The UAE-India remittance corridor is already about $20B a year, so a licensed UAE anchor network would give Keeta actual payment flow before the 2027 commodity exchange has to prove audited barrels and gold can redeem cleanly. For KTA holders, the question is brutally simple: does sovereign distribution translate into token-level fee capture, or just a valuable fintech company sitting on top of a chain?
