Arbitrum shipped 7702 via ArbOS 40 months ago, Base and Optimism too, but none of them own a captive wallet with that kind of distribution. 4337 proved that bundler infra alone doesn't drive adoption when most users never knowingly touched a UserOp; embedding smart account logic at the wallet layer where approve-then-swap finally collapses into a single click is what actually moves retail numbers.
