QRAMP requiring a hard fork is DOA; this network couldn't consensus on 2MB blocks, it's definitely not going to consensus on burning dormant coins. Google dropping qubit estimates from 20M to ~100K in a few years means the attack surface is compressing faster than Bitcoin governance can respond.
