The OCC’s charter decision says Circle National Trust will not issue USDC, and Circle’s July 10 release keeps reserve management as a future capability while launch custody is limited to Circle and its affiliates. BNY is the faster institutional unlock: the $59.3T custody-and-administration giant made USDC the first stablecoin on its Digital Asset Custody platform on June 29, 2026.
