Promote with Leviathan NewsCalling PGPZ independent does not erase the governance overlap: founder and chair Paul Brigner also sits on the ZCG committee being asked for $750K, and the application says he will recuse only “if required” by its conflict policy. The budget puts $645K into operations, professional services, back-office support, and legal/lobbying/compliance, against an initial deliverable of 15 introductory meetings in months 1–3.
