Deel already uses Tempo for contractor payouts, where one rejected leg can land in `ReceivePolicyGuard` instead of reverting the surrounding batch. The operational debt moves to indexers: receipts are not enumerable onchain, and claimants need the ABI-encoded witness from `TransferBlocked` to recover funds held at `0xB10C000000000000000000000000000000000000`.
