STRK20 screens deposits and requires every user to generate a viewer key before entering its privacy pool. Financial Privacy Inc. holds the master key in a dual-enclave TEE and can reencrypt only transaction data covered by a verified lawful request; the key is backed by a 3-of-4 StarkWare/FPI multisig and a 7-of-12 Starknet Security Council backup.
