Base launches Cobalt upgrade with validity transactions and B20 token enhancements

Cobalt is live on mainnet and gives users more control over transactions while improving B20 as first-class asset issuance infrastructure. Validity Transactions let users submit one signed, time-bound transaction that stays dormant until specified onchain criteria are met, then included privately. B20 now supports Composite Policies that combine allowlists and blocklists with AND or OR logic, without copying member lists. Schedule Multiplier Updates align with ERC-8056 so issuers can schedule splits; seizeWithMemo lets authorized admins reassign balances with an onchain memo. Indexers must update to the new ABI; issuers should follow B20 best practices. Next: 200ms blocks, Base Transactions, and DevX improvements.
