FHE together, so that even if the FHE breaks, you still have every property except coercion resistance due to the ZK. I suspect a similar thing applies for almost every other usecase of crypto-other-than-ZK (you should stack it with ZK so that you get ZK-level guarantees for as many apps / as much data as possible)"
